To the operators of major consumer review platforms, state contractor licensing boards, and legislators:致：各大消费者评价平台运营方、各州承包商执照委员会及立法机构：

We respectfully petition for a fair and balanced review system in the construction industry. Today, clients can publish reviews of contractors on major platforms — often anonymously and without verification — while licensed contractors have few practical, lawful ways to share their project-based experiences with other professionals.我们谨此郑重请愿，呼吁建立公平、平衡的建筑行业评价体系。今天，客户可以在各大平台上发布对承包商的评价——常常匿名、常常未经核实——而持证承包商却几乎没有切实可行的合法渠道，与其他业内人士分享自己的项目经历。

This one-sided system causes preventable harm. Honest contractors lose work over unverified claims. And contractors walk blind into projects with known payment problems or repeated disputes — because no lawful channel exists to warn them.这种单向体系造成了本可避免的伤害。诚实的承包商因未经核实的评价失去业务；承包商盲目进入存在已知付款问题或反复纠纷的项目——因为没有任何合法渠道可以提醒他们。

We are licensed contractors, and we believe accountability should run both ways. Contractor Alliance is building that system: a private, contractor-only community where project experiences are shared by address, professionally and lawfully — not a public complaint board. Fairness in reviews is not retaliation. It is accuracy, verification, and the right of response — the same standards any fair marketplace should meet.评价的公平不是报复，而是准确、核实与回应权——这是任何公平市场都应达到的标准。

We request platform and policy reforms establishing the following:我们请求平台与政策改革，确立以下内容：

  1. Verify reviewers. Platforms should take reasonable steps to confirm that a reviewer was an actual client of the contractor reviewed.核实评价者身份。平台应采取合理措施，确认评价者确为被评价承包商的真实客户。
  2. A right of response. Contractors should have a clear, prominent way to respond to reviews about their work.回应权。承包商应有清晰、显著的渠道回应与其工作相关的评价。
  3. Remove demonstrably false reviews. Reviews proven false should be removed promptly, with a fair appeals process for both sides.删除可证实为虚假的评价。经证实为虚假的评价应及时删除，并为双方提供公平的申诉程序。
  4. Disclose paid placement. Reviews or rankings influenced by advertising spending should be clearly labeled.披露付费排名。受广告支出影响的评价或排名应明确标注。
  5. Ban review extortion. Threatening a bad review to extract discounts, free work, or concessions should be prohibited and reportable.禁止评价勒索。以差评相威胁来索取折扣、免费工程或让步的行为应被禁止，并可举报。
  6. A standard dispute process. Platforms should offer a consistent, time-bound process for disputing reviews.标准化的争议处理流程。平台应提供一致、有时限的评价争议处理流程。
  7. Recognize professional contractor communities. Policymakers should support lawful, private channels where licensed contractors can share project-based experiences — balanced information makes a healthier industry.认可承包商专业社区。政策制定者应支持合法的私人渠道，让持证承包商可以分享基于项目的经历——平衡的信息带来更健康的行业。
  8. Transparency in review filtering. Platforms should disclose how reviews are filtered, hidden, or removed.评价筛选的透明度。平台应公开评价被筛选、隐藏或删除的规则。

We recognize that review platforms are private businesses, and we seek cooperation, not compulsion, as the first path. But where voluntary standards fail, we ask policymakers to consider baseline fairness requirements.我们认识到评价平台是私营企业，我们首先寻求合作而非强制。但在自愿标准失效之处，我们请求政策制定者考虑基本的公平要求。

A one-sided review system helps no one — not clients, who cannot tell verified facts from noise, and not the honest contractors who build our homes and businesses.单向的评价体系对谁都没有好处——对客户没有，他们分不清核实的事实和噪音；对诚实建造我们家园和企业的承包商也没有。

We call on review platforms, licensing boards, and legislators to work with contractors toward a balanced system.我们呼吁评价平台、执照委员会和立法者与承包商一起，建设平衡的评价体系。
